    This model of a pragmatic policy of positive discrimination in favor of SMEs was 50 years demonstrated its effectiveness in the USA. Applied to all SMEs in relation to the purchasing policy of the public it also has its declination to support innovative SMEs. It is time for the European Union of inspiration.

    The public money injected into young (less than 3 years) innovative companies representing over 700 million per year over twenty different procedures. The identification of these various procedures, the assessment of their effectiveness, assessment of their cost management. are prerequisites for the effective implementation of new measures.

    It is clear that no single model of development for companies that seek to bring to market innovative offers, there are sectoral differences, there are differences in capital intensity, the role of intellectual property , etc.. Better understanding of these different models is a prerequisite for any discussion on the economic model of these companies.

    This is to identify the needs of these entrepreneurs to better understand how the existing structures to meet these demands, to find the gaps and make proposals to improve the "system".
